The Energy Efficiency Board and Energize Connecticut Sponsors are pleased to present the 2024 Annual Legislative Report. This year’s report demonstrates the positive impact of our efforts related to Connecticut’s constituents, environment, economy, and workforce.
Effective July 1, 2024, residential customers applying for a heat pump rebate will need to pre-register projects at the start of the rebate application process to qualify for payment.
In line with the Department of Energy and Environmental Protection (DEEP) Final Determination of the 2022–2024 Plan, the Sponsors of Energize ConnecticutSM have discontinued rebates and incentives for natural gas equipment as of December 31, 2024, with a deadline to submit all 2024 residential boiler and furnace system rebate application by January 31, 2025.
Natural gas incentives remain available for qualifying customers participating in Home Energy SolutionsSM – Income Eligible, as well as for income-eligible multifamily properties with individual dwelling heating equipment participating in the Multifamily Initiative.
The Sponsors of Energize Connecticut, in partnership with Capital for Change (C4C), will discontinue the Energize CT Heating Loan program on December 31, 2024. Connecticut House Bill 5002, Public Act 19-35, which extended the Energize CT Heating Loan, originally created as a result of Public Act 13-247, requires the program expire at the end of eleventh year, 2024. Applications will be accepted until the close of business on December 31, 2024, with no renewals or new submissions after. All completion paperwork for approved projects must be submitted by March 31, 2025—no exceptions. Please ensure projects can be completed within this timeframe before applying. This end date applies only to the Energize CT Heating Loan. All other loan products will remain available.
Eversource, on behalf of the Energize Connecticut Sponsors—including Avangrid subsidiaries CNG, SCG, and UI—invites qualified vendors to respond to a RFP for the support, maintenance, and enhancement of EnergizeCT.com. This three-year contract covers full website hosting, technical support, content updates, SEO, analytics, accessibility, and continued development of tools like the Rate Board, Document Library, and Contractor Portal.
The awarded vendor will play a key role in ensuring the site remains a dynamic, ADA-compliant, user-friendly resource for Connecticut residents and businesses seeking energy efficiency solutions.

Eversource Energy Service Company (“Eversource”) will be issuing a request for proposals (“RFP”) for consulting, operations, and systems support related to various business operations and system support functions for the Energy Efficiency (“EE”), Electric Vehicle (“EV”) Charging, and Active Demand Response (“ADR”) programs. This includes support for operations, processes, and systems that use EE/EV/ADR tracking systems and mobile applications.
This RFP will include the following functions:
- Reporting and Data Analytics:
- Quality Assurance/Quality Control in EE/EV/ADR systems
- Business support projects (e.g., create internal program team dashboards, vendor scorecards, and expense trackers)
- Data analytics platform support.
- Hancock Mobile Application support
- Energize CT Dashboard support (i.e., work with CT business operations to integrate CT program measure and environmental justice community data)
- Independent System Operator data analytics and reporting
- Forward Capacity Market data analytics and reporting
- Consulting:
- Technical writing services (e.g., user manuals, program implementation manuals, energy efficiency plans, regulatory reporting, test plans)
- Marketing support services including implementation and ongoing management of statewide websites (MassSave.com, EnergizeCT.com, and NHSaves.com), HubSpot, Main Streets, and other initiatives including setup and execution of marketing campaigns, reporting, email marketing, direct mail, and other related activities
- for campaigns deployed in Massachusetts, Connecticut, and/or New Hampshire
- Connecticut data requests management to support writing, editing, and formatting responses for documents used to respond to data requests from external stakeholders
- Project management and enhancement support for implementation of IT projects (e.g., CT HES-HES-IE Hancock Mobile Application, Powerclerk, MA and CT statewide energy efficiency dashboard)
- Production and System Support:
- Project management, training, testing (e.g., testing of engineering algorithms in user acceptance testing environments), and engineering
- Loan data entry into customer systems and providing monthly report
Support business operations team with maintenance and updates to internal dashboards - Provide application and production support for internal data systems
- Testing:
- User acceptance testing (e.g., TrackSys programs and measures, TrackSys program workflows, and bulk upload template updates)

Eversource Energy Service Company (“Eversource”) and United Illuminating (“UI”), Connecticut Natural Gas (“CNG”), and Southern Connecticut Gas (“SCG”) subsidiaries of AVANGRID, Inc., referred to as the Companies, as administrators of the Connecticut Energy Efficiency Fund, will be issuing a request for proposals for the CT Retro-Commissioning (RCx) Program.
The program aims to increase building owner and operator’s awareness of any operating inefficiencies in their facilities and to implement corrective measures with the goal of achieving energy (gas and electric) savings. The RCx program’s focus is on improving the building’s control strategies and operating procedures, not major capital equipment investments. The program being offered through this Request for Proposal is delivering two components for RCx opportunities:
- Traditional RCx - targeting customers with Direct Digital Control (DDC) based EMS and trending capability in facilities over 100,000 square feet.
- RCx Low-Cost Tuning (LCT) - targeting customers with facilities less than 100,000 square feet utilizing a DDC based EMS with trending capability with the opportunity for system tuning measures that cost less than $2,500 to implement.
