A virtual pre-assessment for small businesses provides the same expertise and personal care as an in-person visit, except your contractor interacts with you remotely, by phone or video service.

Additional Details

During the virtual pre-assessment, your contractor will identify energy-saving opportunities in your business and then prepare a potential list of energy saving opportunities which includes simple, self-install measures such as LED light bulbs to replace old incandescent, or faucet aerators to help save money on your water heating cost.

The contractor will work with your utility to have the identified self-install measures shipped to your business for you to start saving energy and money right away. See the complete list of areas assessed with the Small Business Energy Advantage program below. Your contractor will schedule a follow-up, in-person visit for a future date to further identify deeper savings opportunities to be installed.

  • Have the ability to self-install recommended instant saving products received (such as light bulbs).
  • Be comfortable working with a contractor over the phone and be able to use technology for video chat and/or to send photos of the business over email.
    • Your contractor will advise when your appointment is made which video chat apps will need to be downloaded to your smart phone or tablet.  Apps such as ZOOM, Facetime, or Google Duo are commonly used for the virtual pre-assessment.

With a no-cost virtual pre-assessment you may receive:

  • An energy report tailored specifically to your home.
  • Energy-saving products delivered to you at no cost.

You may receive a delivery of energy-saving products recommended by your Energy technician, such as LED light bulbs and advanced power strips. You can install those to start saving money and energy right away.

If applicable, our technician will schedule an in-home visit for a future date to provide other Home Energy Solutions benefits such as air sealing, duct sealing and hot water-saving devices. The current Home Energy Solutions co-pay will apply.

Steps to Take Smart Energy Action

Step 1 -

Schedule your no obligation energy assessment with a Small Business Energy Advantage (SBEA) program-authorized contractor. These licensed professionals have been selected by your utility, work throughout the state and are fully trained in how the program works. 

Getting started is easy. Call our toll-free number, contact a program-authorized contractor, or contact your utility provider:

Step 2 - 

Once your utility determines that you are eligible for the program, the SBEA-authorized contractor calls you to schedule a visit.

Step 3 -

During the visit, the contractor conducts an energy assessment of your facility free of charge. Your utility reviews the assessment and, if approved, the contractor presents you with a proposal. The comprehensive proposal includes energy-saving improvements that make sense for your business, complete installation costs and estimated energy savings, along with the incentives that you qualify for and your financing options.

Step 4 -

After the paperwork is signed, your project can get started - in some cases within 30 days. SBEA program incentives offset a portion of the cost of qualifying measures.

Step 5 -

Interest-free financing for the balance of the project is available for qualified customers. The financed amount will appear on your monthly electric bill, allowing you to make just one monthly payment for both your SBEA loan and your electric bill.

Steps to Take Smart Energy Action

Step 1 -

Utility energy experts will work with you to identify energy-saving equipment opportunities that make sense for your business. You maintain complete control over your project.

Step 2 -

Energy Opportunities program administrators prepare a project agreement for your signature prior to ordering equipment. This agreement details all of the energy-efficient measures, estimated energy savings and anticipated incentive amounts. Information on zero-percent or low-interest financing is also provided.

Step 3 -

You work with your own preferred contractors and/or maintenance staff to purchase and install the energy-efficient equipment.

Step 4 -

After the project is completed and the measures are inspected and verified, your company or organization receives an incentive payment.

Eversource or UI commercial, industrial or municipal customers of any size engaged in an electric saving retrofit project. For natural gas saving measures, you must be a firm customer of CNG, SCG or Eversource.

A retrofit is defined as replacement of existing equipment that is operational and has at least 25 percent of its useful life remaining or upgrades and/or modifications of existing equipment that save energy.

They’re available to commercial or industrial businesses participating in the Small Business Energy Advantage (SBEA) program and municipalities participating in a retrofit program. Contact a HERS rater during the planning stages. The rater will review your plans and provide you with a pre-construction HERS Index score. Working with your architect or builder, they will identify energy-efficient improvements needed.

Once you have hired a HERS Rater, they will review your plans with you and your team, explain the program and discuss how to maximize the use of energy-efficient technologies that make sense for your home, your goals and your lifestyle. Your HERS Rater will also explain the benefits – including rebates* – and the steps to earn additional certifications. (See the section below for more information about HERS.)

Homes that receive a HERS Index score within the required threshold*, can receive incentives through by the Connecticut Energy Efficiency Fund. Home that meet the requirements of the program typically show they are at least 25 percent more efficient than a typical home. Single-family home incentives range up to $7,000, depending on HERS Index scores.

Your HERS Rater or the utility Program Administrator will also work with you to identify additional financial incentives and rebates available through other state or federal programs - including any federal tax credits. Plus, we can help you to connect to the green building community.

At this point, you should also review the Requirements and Submission Checklist as well as the EV Ready and PV Ready program checklist with your HERS rater.

The program offers multiple whole-home certifications, including ENERGY STAR®, LEED for Homes, DOE Zero Energy Ready Home, or National Green Building Standard® requirements and you may qualify for an additional rebate. You might also want to enter your home in the CT Zero Energy Home Challenge. (See the Bonus Rebate section below for information about each of these programs.)

You, your building team and your HERS rater will review your construction plans. Based on what you intend to build the HERS rater will prepare a pre-construction HERS Index. Once you have this index our energy experts can help you complete the program application, which will include your pre-construction HERS Index score and estimated incentive.


Download the application now. Be sure to read all of the instructions, rules and terms and conditions very carefully to avoid processing delays. New construction rebates require an insulation and thermal bypass inspection, so applications MUST be submitted before the home is insulated to be eligible. The ideal time to submit your application is before construction starts.

Your HERS rater will conduct insulation and thermal bypass inspections at various stages of construction. On-site tests typically include a blower door test to measure air tightness and a duct test to measure air flow through the ducts. The test results, along with information from the plan review, help determine your home’s final HERS Index score. Inspections must be conducted prior to drywall installation and after construction is complete.

When your home is completed and you have the final HERS Index score, your HERS Rater will submit the completed application and testing documentation to the Utility Program Administrator. This is a good time to also review the Requirements and Submission Checklist again with your HERS rater Refer.

Once the program administrator reviews and approves, a rebate check will be sent to you – the (new!) homeowner.

About Home Energy Ratings and the HERS Index

The Connecticut building code requires that all new homes meet a minimum level of energy efficiency.  Most new home buyers expect more than this minimum and most new home builders claim their homes are energy efficient.   But without an objective, third-party measurement of energy efficiency there is no way for you to make informed comparisons between homes and between builders’ claims.

A Home Energy Rating (HER) solves this problem by assigning a numerical rating, called the HERS Index, to a home. The HERS index is the industry standard used to measure the energy efficiency of a newly constructed home. It’s also the nationally recognized system for inspecting, calculating and estimating a home’s energy performance.

The HERS index is determined by the Home Energy Rater, who assesses the energy efficiency of a home, assigning it a relative performance score. The lower the score, the more efficient the home or dwelling unit. A typical resale home scores around 130 on the HERS index (on average), while a standard home, built to energy code, scores around 100. Every point below 100 on the HERS index, translates to roughly 1% energy savings compared to a code built home.

 

The scale to the right shows the range of HERS indexes you might encounter when you buy a home. Older, less efficient homes have HERS Indexes over 100. The US Department of Energy estimates that a typical resale home has a HERS index of about 130. Some drafty, poorly insulated homes may have indexes as high as 200! Newer or energy-retrofitted homes have indexes under 100.

All new Connecticut homes should have a HERS Index below 100 since the State adopted higher energy efficiency standards in 2011. A home built to the current building code standard should have a HERS Index close to 85. However many new homes are built to be much more energy efficient and achieve HERS Indexes below 60.

A few new homes achieve HERS Indexes close to zero.  These homes produce as much energy as they use by combining high-performance insulation and mechanical systems with renewable energy systems.  If you are interested in constructing a Zero Energy Home, contact your utility Program Administrator or visit our CT Zero Energy Challenge page

HERS ratings are determined by trained Home Energy Raters who are certified by RESNET (www.resnet.us), a national, non-profit organization that oversees the standards for Rater certification, quality assurance and the calculation of home energy ratings.

Certified HERS Raters use energy modeling software to determine the home’s HERS Index. The energy models use information collected by the Rater from on-site inspections of the home during construction, from testing the air-sealing of the building and its duct systems, from building plans and from independent reports of the efficiency of the installed heating, cooling, water heating, ventilation and on-site generation systems.

ENERGY STAR® Homes
You may have heard your neighbors or your builder talk about ENERGY STAR homes. ENERGY STAR is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy. Products such as light bulbs, fixtures and appliances can earn the ENERGY STAR rating if they meet certain energy-efficiency standards. New homes can also earn an ENERGY STAR rating. Through our Residential New Construction program your home may also qualify for an ENERGY STAR rating and an additional incentive. To learn more, visit the ENERGY STAR website.
LEED for Homes
This voluntary rating system promotes the design and construction of high-performance green homes and multifamily buildings.  LEED-certified homes are designed to maximize fresh air indoors, minimize exposure to airborne toxins and pollutants, and to save energy and water.  Your project team must work with a designated LEED for Homes Green Rater (as classified by the Green Building Certification Institute (GBCI), and a project registration must be completed.  Certified LEED home may qualify for an additional incentive through our Residential New Construction program. DOE Zero Energy Ready Home
U.S. Department of Energy's (DOE) Zero Energy Ready Home fosters a new level of home performance. Rigorous requirements ensure outstanding levels of energy savings, comfort, health, and durability. DOE Zero Energy Ready Home are constructed to outperform both an ENERGY STAR V3 certified home and an existing home in six major categories:
  • Comfort/Quiet
  • Healthy Environment
  • Enhanced Durability
  • Advanced Technology
  • Quality Construction
  • Energy Efficiency

ICC 700 National Green Building Standard (NGBS)®
The National Green Building Standard is the leading green rating system for new and remodeled single- and multifamily buildings as well as residential subdivisions in the United States.  The NGBS is the first and only such residential green rating system to have earned the approval of the American National Standards Institute.

Green building, also known as high-performance building or sustainable construction, incorporates environmental considerations and resource efficiency into every step of the home building and land development process with the goal to minimize the home's environmental impact.  Choosing green means making intentional decisions in your homes construction about:

  • Energy-efficiency
  • Water conservation
  • Resource conservation
  • Indoor environmental quality
  • Site design

CT Zero Energy Home Challenge
 Singer Estate Model Home Receives Award from Derby Mayor
Derby Mayor Anita Dugatto presents a 2013 Challenge Award to Brookside Development. The Singer Estate high efficiency model home was designed and built to fit into the current estate property featuring a large, stone home.
If you participate in the Residential New Construction program, consider entering the CT Zero Energy Challenge. The challenge is a design-build competition that awards cash prizes to winners and demonstrates how to build super-high-efficiency homes.

Participating homes demonstrate that it’s possible to build near zero energy homes today, while representing the technologies and techniques it takes to get there. A zero net energy home is designed to exceed minimum code standards and may also produce some of its own energy, using no more energy than it produces on-site. Six Steps to Take Smart Energy Action

Check the “Who is Eligible” section below to see if you qualify for this no-cost program.

Submit an application to your local utility online, by phone or by mail. To apply:

If you rent, we will need your landlord to sign a form giving us permission to perform the energy-saving services. You are responsible for getting your landlord’s signature on the form.

If you receive fuel-assistance through your local Community Action Program (CAP) agency, you may also apply through their office.

Your utility will review your application. If you qualify, they will assign an authorized contractor or your CAP agency will contact you and ask you to provide them with your name, address and contact information. If you do not qualify, the utility will contact you and suggest other programs that might help you.

A local utility-authorized contractor or your CAP agency will contact you to schedule your service with a certified technician.

(Note: Because of high demand for this program, there may be a waiting list. The program is subject to available funding.)

  • The home energy checkup begins with important safety tests on your furnace and water heater.
     
  • Next, the technician pinpoints drafts and air leaks using a blower-door test. Then they seal the leaks to reduce the drafts.
     
  • If you have forced hot air or central air conditioning, the technician tests your ductwork to check air flow and seals any major leaks.
     
  • The technician may install hot water-saving devices, including low-flow showerheads and faucet aerators, and energy-efficient lighting (subject to program caps).
     
  • The visit ends with a kitchen table wrap-up. The technician reviews the work done around your home and discusses any deeper energy-saving measures they plan to install. These may include:
     
    • Insulation
       
    • ENERGY STAR® certified appliances to replace old, inefficient appliances. This may include refrigerators, freezers and dehumidifiers.
       
    • Gas heating system burner and furnace repairs or replacements (limited to Eversource and CNG customers)
       
    • ENERGY STAR certified windows to replace single-pane windows if you use electric heat or gas heat exclusively (Windows may require a co-payment.)
       
  • The technician gives you a Home Energy Solutions program booklet, which shows the areas of your home that were serviced during the visit. It includes information about easy ways to save energy wherever you live, and it contains utility and state resources that can help make your energy bills more manageable.

If your home qualifies for additional energy-saving measures, then your contractor will install them. A different contractor may do the work, but your technician will make all of the arrangements.

In some cases, your landlord may be asked to pay some of the costs of these deeper energy-saving measures.
