Installation Options
1. Professional Contractor Installation: Installations using the Home Energy SolutionsSM insulation rebate must be performed by an approved contractor from the Energize CT Insulation Installers Network, participating contractors can be found in the Find a Participating Contractor tool.
2. Self-Installation: Please note that all self-installed insulation require an inspection prior to rebate payment.
Special Consideration
- Insulation must be recommended during a Home Energy Solutions visit
- Projects must be approved before installation
- This program is available for single and multifamily homes with up to four units. For buildings with five units or more, refer to the Multifamily Initiative
- Renters: Landlord approval is required before scheduling your Home Energy Solutions visit
- Income-Eligible Customers: Households earning below the state’s 60 percent income median may qualify for no-cost Home Energy Solutions - Income Eligible services through an approved Home Energy Solutions - Income Eligible contractor, including up to 100 percent coverage of insulation costs
- Please note that a Quality Assurance Inspector may conduct an on-site inspection or contact you after the service to verify the work, in some cases before rebate payment is issued

Technical Details
Acceptable Insulation Materials:
Fiberglass Batts, Blown Fiberglass, Cellulose, Dense Pack Cellulose, Rockwool, Spray Foam, Rigid Foam, Mineral/Stone Wool, Natural Fiber
Attic Floors:
Existing R value cannot exceed R19 and final R value must be R49 or greater unless it is not practicable structurally in the attic space in which R38 is the required minimum
Floored Over Attics:
Existing R value must be less than or equal to 4 and final R value must be R19 or greater
Above & Below Grade Walls:
Existing R value cannot exceed R4 and final R value must be R13 or greater
Basement and Garage Ceilings:
Existing R value cannot exceed R6 and final R value must be R19 or greater
Rim Joist:
Existing R value cannot exceed R6 and final R value must be R13 or greater
What is the rebate process?
Step 1: Receive your insulation rebate application during your Home Energy Solutions visit.
Step 2: Schedule an appointment with a contractor from the Energize CT Insulation Installers Network to install your insulation. Eligible installations qualify for rebates up to $1.70 per square foot or 75 percent of the total cost, whichever is less, up to a maximum of $10,000. ($1.70/sq. ft. for attic floors, floored over attics, walls, garage ceiling and rim joist; $.80/sq. ft. for basement ceiling)
Note: To receive the rebate, installations must be performed by an approved contractor. Use the Find A Professional tool to locate participating contractors.
Step 2: If completing the work yourself, eligible projects qualify for a $0.25 per square foot for all types of approved insulation projects.
Note: All self-installed insulation requires an inspection prior to rebate payment
