This Request for Proposals (“RFP”) is being released on behalf of the Connecticut program administrators who administer energy efficiency programs, collectively (the “Program Administrators” or “PAs”). Eversource Energy and Avangrid (The United Illuminating Company, Connecticut Natural Gas, and Southern Connecticut Gas (collectively the “PAs”) are looking to release a Request for Proposal (“RFP”) for a vendor to designate income and preliminary program eligibility.

The Sponsors of Energize CT, Eversource and Avangrid, are searching for a vendor to help provide added support in relation to the Hancock Software tool being used for Home Energy SolutionsSM and Home Energy Solutions – Income Eligible. Hancock Software, a mobile application/device enables contractors to record Home Energy Assessment data points remotely at customer sites. The selected vendor will be required to manage a support portal where contractors log issues they are having with the tool and help triage these issues with Hancock to ensure quick resolutions. The selected vendor will also be expected to review product improvement plans from Hancock and ensure business needs are incorporated into future product releases. The Massachusetts Gas & Electric Program Administrators (PAs), which include Berkshire Gas, Cape Light Compact, Eversource, Liberty Utilities, National Grid, and Unitil are soliciting request for proposal (RFP) from qualified bidders to provide third party quality assurance/quality control (“QA/QC”) inspection services in support of the statewide Mass Save® Energy Efficiency Residential and Commercial & Industrial Initiatives. Connecticut PA, Eversource, will require inspection services in support of several of the Energize Connecticut Energy Efficiency Residential and Commercial & Industrial Programs. 

Bidders may submit proposals for one or more of the program options below: 
Option 1 (MA Only): Residential New Homes & Major Renovation and Commercial Turnkey (Small Business) 
Option 2 (MA Only): Residential Coordinated Delivery and Residential Coordinated Delivery – Income Eligible 
Option 3 (CT, MA, & NH): Commercial Midstream Lighting and Downstream Lighting

The Mass Save and Sponsors of Energize Connecticut are requesting proposals from implementation vendors qualified to provide support to plumbing, electrical, and heating, ventilation, and air conditioning contractors, as well as residential and commercial customers seeking technical decarbonization and electrification guidance. 

All services will be in support of increasing awareness and participation in the Heating & Cooling Initiatives, which are described in detail below. Vendors may submit proposals for either one or both options below:

Document: Connecticut Residential Retail and Distributor Program Delivery RFP

This Request for Proposal is seeking proposals from qualified vendors for Residential Retail & Distributor Program Delivery Services for Lighting and Non-Lighting measures across downstream, midstream, and upstream channels for Industry Outreach and Marketing as well as midstream HVAC and Water Heating for Rebate Fulfillment in the CT Sponsors’ territories.  The key tasks include Program Administration, Incentive Processing, Industry Partner Outreach, Marketing, Quality Assurance and Quality Control, Reporting, and Data Management.

Meeting: Solar for All: Notice of Public Meeting and Request for Information

In April 2024, the United States Environmental Protection Agency awarded DEEP $62.45 million in Solar for All funding under the Inflation Reduction Act, including $400,000 in technical assistance.

 

Named "Project SunBridge: Connecting Communities to a Solar Future," the initiative targets multi-family affordable housing, providing financial and technical support to expand distributed solar and storage solutions. This funding aims to alleviate energy burdens for low-income and disadvantaged communities in Connecticut, as defined by EPA criteria.

 

DEEP invites stakeholder input to ensure an equitable and inclusive program design, welcoming participation in the public kick-off meeting for Project SunBridge and encouraging written feedback through the Request for Information process.

The first public Project SunBridge kick-off meeting will be held in a hybrid in-person and remote format on August 12, 2024 at 10:00 AM.

 

The meeting will include an overview of the Solar for All award, DEEP’s Project SunBridge application, and existing energy affordability offerings, as well as multiple opportunities for discussion and public comment. A detailed agenda will be released ahead of the meeting.
