The utilities, as the program administrators of the Connecticut Energy Efficiency Fund, file a plan with the Department of Energy and Environmental Protection (DEEP) and the Public Utilities Regulatory Authority (PURA). The plan is known as the Conservation and Load Management Plan, or C&LM Plan.
Plans are developed following a three-year cycle with the advice and assistance of the Energy Efficiency Board (EEB), its consultants, and input from stakeholders. Below, please find information on the current plan, upcoming plan, and previously approved plans, including history, supporting information, and materials for previously approved plans.

November 2024
- The Companies filed the final versions of the 2025-2027 C&LM Plan, the 2025 Program Savings Document, the Budget Optimization Plan, and the Filing Cover Letter with DEEP.
October 2024
- The Board voted 9-1, with an abstention from DEEP, to approve the 2025-2027 Plan, Tables, and PSD with the Plan conditions identified by the Technical consultants.
- The Board posted the Fourth Draft of the 2025-2027 C&LM Plan including the Draft Budget and Savings Tables and Draft Program Savings Document

- DEEP issued its Draft Determination for the 2022-2024 C&LM Plan, including an Executive Summary of the Draft Determination and Attachments. DEEP also issued Notice for Public Comment on the Draft Determination. Comments are due by Wednesday, April 27th. - June 30 - United Illuminating filed its DEEP 2020 Report with a Cover Letter regarding the 2019-2021 Plan's Equitable Distribution Compliance Item #2.

- March 15 - The Program Administrators refiled their 2021 Plan Update to the 2019-2021 C&LM Plan to include DEEP Conditions of Approval filed on March 4, 2021, along with a Cover Letter.
- March 4 - The DEEP released its Approval of the 2021 Update to the 2019-2021 C&LM Plan, which includes conditions and approval of an adjustment to the 2020 PMI.
- March 1 - The Program Administrators filed their final 2021 Plan Update to the 2019-2021 C&LM Plan, along with a Cover Letter. The Program Administrators also filed the final proposed 2021 Program Savings Document (PSD) with the DEEP.
January 2021
- January 29 - The Department of Energy and Environmental Protection released their Tentative Approval with Conditions of the 2021 Update to the 2019-2021 C&LM Plan, which includes Tentative Approval of the 2020 PMI Adjustment.
November 2020
- November 1 - The Program Administrators filed their proposed 2021 Update to the 2019-2021 C&LM Plan, along with a Cover Letter. The Program Administrators also filed the proposed 2021 Program Savings Document (PSD) with the DEEP.

- February 19 - The DEEP released its Approval with Conditions of the 2020 Update to the 2019-2021 C&LM Plan. The Conditions of Approval were provided a separate document.
- February 7 - The DEEP released its approval of a change to the Home Energy Solutions Program Co-Pay. This decision was issued as part of its process to approve the 2020 Plan Update.
December 2019
- December 16 - The DEEP released its Approval of the 2020 Update to the 2019-2021 C&LM Plan. In its Approval, DEEP noted that it would be issuing Conditions of Approval of the 2020 Update at a later date.
November 2019
- November 1 - The Program Administrators filed their proposed 2020 Update to the 2019-2021 C&LM Plan, along with a Cover Letter, with the DEEP.
March 2019
- March 1 - The Program Administrators filed their final 2019-2021 C&LM Plan, along with a cover letter, with the DEEP. The Program Administrators also filed their final 2019 Program Savings Document with the DEEP.

- December 20 - The CT DEEP released its Approval With Conditions of the 2019-2021 C&LM Plan that was submitted by the Program Administrators on November 19, 2018. The Approval was accompanied by Attachments A-C.

- October 31 - The Program Administrators filed their proposed 2017 Annual Update to the 2016-2018 C&LM Plan with DEEP. The Program Administrators also filed the 2017 CT Program Savings Document (PSD) with DEEP. The Energy Efficiency Board has filed a letter in support of the 2017 Annual Update with DEEP.
May 2016
- May 16 - The Department of Energy and Environmental Protection (DEEP) released a Resolution of Certain Conditions regarding the 2016-2018 C&LM Plan. This document from the DEEP is in response to the Program Administrators' responses to several of the DEEP's Conditions of Approval issued on December 31, 2015.
December 2015
- December 31 - The Department of Energy and Environmental Protection (DEEP) released its final Approval with Conditions of the 2016-2018 C&LM Plan. An Appendix B accompanied the Approval.
- December 14 - The Department of Energy and Environmental Protection (DEEP) released a Tentative Determination to Issue an Approval with Conditions on the 2016-2018 C&LM Plan. An appendix accompanied the Tentative Determination. DEEP also issued a Public Notice of a public meeting on Dec. 18 at 10:00 AM, including an invitation to submit written comments until Dec. 21, 2015

- October 28 - The Department of Energy and Environmental Protection (DEEP) will be holding a public Technical Meeting to discuss the proposed 2016-2018 C&LM Plan, and is also inviting public comments through November 3.
- October 15 - The Energy Efficiency Board submitted a Letter of Support of the 2016-2018 C&LM Plan to the Department of Energy and Environmental Protection.

- February 20, 2015 - The Department of Energy and Environmental Protection (DEEP) released an Approval with Conditions of the 2015 Update of the 2013-2015 C&LM Plan with a Supporting Memorandum.

April 2014 Update
- April 15, 2014 - In response to the Department of Energy and Environmental Protection's (DEEP's) Letter of Approval with Conditions of the 2014 Plan Update, the Energy Efficiency Board approved a Thank You and Letter of Support that was submitted to DEEP.
March 2014 Update
- March 26, 2014 - The Department of Energy and Environmental Protection released a Letter of Approval with Conditions of the 2014 Plan Update filed by the utilities on February 28, 2014.
February 2014 Update
- February 28, 2014 - With the approval of the Energy Efficiency Board the public utilities charged with administering the programs supported by the Connecticut Energy Efficiency Fund filed with the Department of Energy and Environmental Protection the required 2014 Update to the 2013-15 Electric and Natural Gas Conservation and Load Management Plan. The Update was concurrently filed with the Public Utilities Regulatory Authority under docket 13-03-02. Interested parties may find the budget tables in Excel format here.
October 2013 Update

- August 23, 2013 - DEEP issued a Notice of Tentative Decision to Approve and Notice of Public Meeting and Request for Written Comments on the Plan.

November 2012 - Filing of the 2013-2015 C&LM Plan
November 1, 2012 - The Electric Distribution and Natural Gas Companies, in collaboration with the EEB, jointly submitted to both the DEEP Bureau of Energy and Technology Policy and PURA the 2013-2015 C&LM Plan, which proposes C&LM programs and budgets for both gas and electric conservation for a three-year period beginning January 1, 2013. In support of the plan, the 2013 Energy Efficiency Board Program Evaluation Plan and the Connecticut Program Savings Document 8th Edition for the 2013 Program Year were also submitted.

September 2011
With the approval of the Energy Efficiency Board on Friday, September 30, 2011, the Eversource and United Illuminating companies filed the 2012 Conservation and Load Management Plan with the Public Utilities Regulatory Authority. Several documents were also filed in support of the plan, including the:

June 2012
June 5, 2012 DEEP Bureau of Energy and Technology Policy released its Draft Proposed Determination on 2012 Conservation and Load Management Electric Expanded Plan and Request for Comments. The deadline for comments was June 19, 2012.
July 2012
PURA released its draft decision in Docket 12-0-01 regarding the C&LM Electric Base Plan. Written Exceptions were due July 25, and oral arguments were held on August 3.
The DEEP Bureau of Energy and Technology Policy released its Final Determination to approve the 2012 C&LM Expanded Plan and Budget.
The EEB filed comments on the PURA draft decision on the 2012 C&LM Electric Base Plan in Docket 12-02-01.
